Southern Ohio Veterans Memorial Highway (Portsmouth Bypass)
With a 35-year agreement (post construction) for the design, construction, financing, and maintenance of 16 miles of limited-access highway in Scioto County, Ohio, the project was the first P3 for the State of Ohio and the largest single-contract project for the Ohio Department of Transportation at the time of investment.
Located just north of the Ohio-Kentucky border, the Portsmouth Bypass is a new four-lane, 16-mile, divided, limited-access highway around the City of Portsmouth in Scioto County, Ohio. The new route bypasses 26 miles of US 52 and 23 through Portsmouth, providing an estimated travel time savings of 16 minutes per trip compared to the previous route. Additionally, new connections to existing major thoroughfares were created via five new interchanges.
Financial close was achieved in April 2015 and groundbreaking occurred in June 2015. Substantial completion occurred ahead of schedule and on budget in December 2018 and, the project opened to traffic shortly after. Final acceptance of the construction was reached in March 2019. The project finished construction with an outstanding safety record – there were more than 1.75 million man-hours worked and only 2 lost-time accidents.
